Application Requirements

The provisions of this Scheme shall apply to drinking water dispensers and filters connecting at the extremity of the internal plumbing system and supplying water for direct drinking. Eligibility of application for products under the Scheme is determined in accordance with Table 1, which provides specific criteria for each type of product.

 Table 1: Definitions of Drinking Water Dispenser and Filters

Definitions
Drinking Water Dispenser means a factory-made assembly that is directly connected to the extremity of the inside service and primarily designed for dispensing drinking water with or without any treatment, that may be cooled or heated, by integral means for direct human consumption.
Filter means a device that is directly connected to the extremity of the inside service primarily designed for the filtration of drinking water for direct human consumption.

Drinking Water Dispensers shall include cold and/or hot water dispensers and drinking fountains equipped with a nozzle to provide a stream of water for direct consumption. It does not include devices that provide beverages other than drinking water for direct human consumption, such as coffee machines or soft drink machines. Additionally, devices which provide drinking water as a subsidiary function are also not included in the Scheme, such as refrigerators with water dispensing function.

Filters shall include faucet-mounted filters and countertop filters. However, it does not include in-line devices like under-counter filters or point-of-entry filters. The installation of in-line devices normally involves an alteration of the internal plumbing systems and installation of appropriate backflow prevention devices that cannot be easily installed by a non-designated person.

A drinking water dispenser or filter is deemed to comply with the scheme requirements if either:

(A)          it is certified by one of the following product certification schemes

  1. NSF 42
  2. NSF 53
  3. NSF 58
  4. NSF 61
  5. NSF 401
  6. WaterMark (supported by the corresponding test report indicating the metals leached are in compliance with Table D in Annex 1 of the [Scheme Document]);

or

(B)         it possesses a license granted by health departments at provincial level of the Mainland of China to products involving drinking water safety (i.e., 省級涉及飲用水衛生安全產品衛生許可批件);

or

(C)          it conforms with the requirement of type test shown in Annex 1 of the [Scheme Document].

Labels

The Label should be self-adhesive or pre-printed onto the product. It is a compulsory requirement for the participant to affix/print the Label to his/her registered drinking water dispensers and filters at a prominent location. The participant should also ensure that the registered drinking water dispensers and filters shall be displayed for sale with the Label. Sample Labels are shown in Fig 1 and Fig 2.
