The international observance of World Water Day is an initiative that grew out of the 1992 United Nations Conference on Environment and Development. The theme of World Water Day 2009 is "Transboundary Water". WSD published a newspaper supplement on the day (22 March 2009) with the heading: "Shared Water - Shared Opportunities". The supplement informed readers of the scarcity of water resources, WSD's comprehensive water supply facilities and its stringent water quality control. It also introduced the Total Water Management (TWM) strategy being implemented by the Government.
