Subject : | Ngau Tam Mei Water Treatment Works Extension – Extension of Ngau Tam Mei Fresh Water Primary Service Reservoir, Modification of Raw Water Tunnel Junction (Chamber G) and Associated Mainlaying |
Description : | The works mainly comprise (a) design and construction of a fresh water primary service reservoir with a capacity of 54,000 m3 and associated works; (b) design and construction of a 0.6 kilometres long tunnel with vehicle access and raw water mains, connection chambers, a ventilation building, a tunnel portal and associated works; (c) design, laying, replacement and rehabilitation of fresh water trunk mains from Ngau Tam Mei Water Treatment Works to Castle Peak Road – Yuen Long near Pok Oi Interchange with an approximate total length of 6.7 kilometres; and (d) other related works. The works are scheduled to commence in July 2025 and will take about 66 months to complete. |

Submission of Tenders : | A tenderer must submit its tender in electronic format via the Electronic Tendering System for works contracts (“e-TS(WC)”). Late submission will not be accepted. In addition to the electronic submission, a tenderer may opt to submit its tender in hard copy as well. Submission in hard copy is optional and it will not be used unless falling within the exceptions stated in the conditions of tender. If a tenderer opts to submit a hard copy tender in addition to electronic submission, the tender must be sealed, clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Central Tender Board, and placed in the Government Secretariat Tender Box situated at the lobby of the Public Entrance on the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong. Tenders must be deposited in the tender box as specified in this tender notice (“Specified Tender Box”) before the tender closing time. Late tenders and tenders not deposited in the Specified Tender Box will not be accepted. The tender closing date may be extended under the following circumstances:- (a) If tropical cyclone signal No. 8 or above, or a black rainstorm warning signal is hoisted or if “extreme conditions after super typhoons” announced by the Government is in force at any time between 9 a.m. and 12 noon on the tender closing date, the tender closing time will be extended to 12 noon on the first working day after the tropical cyclone signal No. 8 is lowered, or the black rainstorm warning signal or the “extreme conditions after super typhoons” announced by the Government has/have ceased to be in force. Saturday is not counted as a working day. The announcements on “extreme conditions after super typhoons” will be made via press releases website of the Information Services Department (https://www.info.gov.hk/gia/general/today.htm); (b) If there is a blockage of the public access to the location of the Specified Tender Box at any time between 9 a.m. and 12noon on the tender closing date, the Government will announce extension of the tender closing date and time until further notice. Following removal of the blockage, the Government will announce the extended tender closing date and time as soon as practicable. The announcements will be made via press releases website of the Information Services Department (https://www.info.gov.hk/gia/general/today.htm); or (c) If there is any other reason which in the Government’s view shall affect the close of tender, the Government will notify tenderers of the extension in tender closing date and time via the e-TS(WC) and/or emails. |
Remarks : | (a) The tender to be invited is covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction. (b) The tender documents are included in the Electronic Dissemination Package (“EDP”) which can be downloaded from the e-TS(WC) via this link https://www.gov.hk/en/theme/etendering/ets/. Hard copy of the EDP will not be issued. (c) Regarding the use of e-TS(WC), tenderers should take note of the following: (d) Selective tendering is adopted. Confirmed contractors on the List of Approved Contractors for Public Works in Group C under the Waterworks Category or joint ventures with participation of local and/or overseas contractors with at least one of the participants or shareholders being a confirmed contractor on the List of Approved Contractors for Public Works in Group C under the Waterworks Category, who also meet the following qualifications and other conditions for participation stipulated in the tender documents are invited to tender: (1) The tenderer, or the participants/shareholders collectively in case of a joint venture tenderer, has completed at least ONE (1) construction contract involving waterworks within the past fifteen (15) years, counting from the original date set for the close of tender, in or outside Hong Kong, with an adjusted original contract sum not less than HK$400 million. The adjusted original contract sum shall be the contract sum at the time of contract award being adjusted to current price level as specified in the tender documents; and (2) The tenderer, or the participants/shareholders collectively in case of a joint venture tenderer, has completed at least ONE (1) construction contract involving construction of underground tunnel or cavern with total length not less than 100m and cross-sectional area not less than 50 square meter within the past fifteen (15) years, counting from the original date set for the close of tender, in or outside Hong Kong. (3) In case of a joint venture tenderer, the requirements in either paragraph (i) or (ii) below have to be satisfied: (i) the lead participants or major shareholders is a confirmed Group C contractor included in the List of Approved Contractors for Public Works under the Waterworks Category; OR (ii) the lead participant or major shareholder is a contractor who is not enlisted in any service category under the List of Approved Contractors for Public Works and the List of Approved Suppliers of Materials and Specialist Contractors for Public Works. In this case, a) the total percentage participation of participant(s) or shareholder(s) who is/are confirmed Group C contractor(s) included in the List of Approved Contractors for Public Works under the Waterworks Category is at least 40%; and b) the percentage participation of the lead participant or major shareholder is no more than 60% The detailed requirements for joint ventures with participation of local and/or overseas contractors, if applicable, are stipulated in the tender documents. (e) Contractors not yet on the List of Approved Contractors for Public Works in Group C (Confirmed) for Waterworks Category may also submit a tender if they submit a request for participation together with a duly completed application for inclusion in the above-mentioned approved list/category by 17 January 2025 to Chief Engineer/Consultants Management, Consultants Management Division, New Works Branch, Water Supplies Department at 6th Floor, Sha Tin Government Offices, 1 Sheung Wo Che Road, Sha Tin, New Territories, Hong Kong, meet the qualifications and conditions for participation, and the application for inclusion is duly approved on or before the tender closing date. (g) The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or where the assessment of the tenders is based on a marking scheme or formula approach, the tender has the highest overall score. (h) The Government of the Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
